I handle purchasing for a mid-sized technology company. Every year I process around 70 hardware orders, which doesn't sound like a lot until you realize each one means a package of quotes, approvals, invoices, and follow-up questions from three different people. When I took over this role in 2020, the first big decision I had to make was whether we should buy finished cellular routers from Cisco or build our own connected devices around Quectel modules. That search led me to the Quectel vs Cisco comparison, and the answer still annoys people: it depends.
At first I didn't want to hear that. I wanted a spreadsheet with one winner. The reality, though, is that these products live on different levels. Cisco sells network appliances. Quectel sells the radios that make connectivity possible inside another product. Comparing them directly is like comparing an office coffee machine with a bag of beans. If you run an office, the machine is easier. If you run a café, you need beans and the machine, but the bag of beans matters more.
In this post, I'll walk through the three situations where I've had to choose between the two, and the questions I use to keep finance and operations happy.

Here's something vendors won't tell you: a cellular router is normally a router with a cellular module inside it. That module is often a third-party module. You're paying for the enclosure, the power management, the firmware, and the support. That can be worth it. But when you're comparing the price of a Cisco router to the price of a Quectel 5G module, you're comparing a finished sandwich to a slice of bread.
The real question isn't whether Quectel is better than Cisco, or the other way around. It's whether you want to own the assembly and certification work.
Scenario A: You're building a product that will be deployed in volume
If you're an OEM, you're almost certainly better off designing the radio into your device. That's what Quectel modules are for: you integrate the module into your board and design the enclosure around it. For the connectivity part, a Quectel 5G module like the RM520N-GL gives the device cellular data speeds without requiring a separate router. For asset tracking, the Quectel L80 handles GNSS/GPS in a compact, low-power package. It's not glamorous, but it does its job.
The newer C210 and N93 product families cover other integration patterns, including modules with more compute and different interfaces. I'm not going to pretend I have every spec memorized; I don't. But the pattern is the same: you pick a module because you need the radio inside your product, not underneath it.
The hard part is the work before the module starts talking. Your team has to handle printed circuit board layout, antenna placement, thermal design, and final product certification. The module already has its own approvals, but your product might still need testing.
What most people don't realize is that the module vendor's certification work saves enormous time. Instead of starting from zero, you start from a module with existing FCC/CE and carrier certifications. That's a big reason why the Quectel route can still be cheaper in total cost, even after engineering time.
Scenario B: You're deploying finished equipment to offices, warehouses, or remote sites
Now imagine the alternative. Last year we had to connect 12 remote field offices. No engineering team on site. Some of those offices didn't even have a dedicated IT person. Buying a Cisco cellular router was the right call. It arrived as a box, we mounted it, an IT person configured it remotely, and it connected to the VPN within a day.
If that's your situation, the Cisco side of the comparison wins for reasons that have nothing to do with technology and everything to do with workflow. You want one vendor for the router, one phone number for support, and one SKU on the invoice. Finance can budget for it. Internal customers are not going to complain about the brand. Nobody is asking you to manage a pile of modules.
The tradeoff is cost. A finished router with cellular capability costs noticeably more than the sum of its module and antenna. And as an admin buyer, I'm normally allergic to paying a markup. But I've learned that the markup is often the price of completed integration. It buys you a known-good device, testing, and field support. For a deployment of dozens or hundreds of locations, that's worth it.
Scenario C: You're a system integrator or a company in the middle
This is the scenario that doesn't fit the simple advice. You're not manufacturing 10,000 devices, but you're also not just dropping routers into buildings. You need something custom, like a solar-powered kiosk, a vehicle tracking unit, or a temporary site with a specific antenna setup. The knee-jerk choice might be to buy a Cisco router and skip the module headache. In some cases, that's exactly wrong.
We did a pilot once where a client wanted 30 custom kiosks with both cellular and GPS. The Cisco router solution worked, but the enclosures were awkward, and the price made no sense for a product the client intended to sell to other customers. We ended up proposing a design based on a Quectel module for 5G and a Quectel L80 for GPS. The integration work was real, but the client got a product they could replicate, not a modified router.
But I have mixed feelings about this scenario. On one hand, the module route saved a ton of money per unit and made the kiosks look much cleaner. On the other, we underestimated the complexity of antenna placement and missed a deadline by almost three weeks. The enclosure design also changed three times (ugh). No one remembers the $200 per unit savings when a pilot goes late. That's the risk you have to accept before choosing the module path.
How to decide: the 5-question test
Use this when you're stuck. For each of our major purchases, I put the choice through the same filter.
- Are you selling the device? If yes, lean Quectel. A module becomes a sellable component. A router is just a component you attach.
- Do you have a hardware engineer on staff? If no, lean Cisco. Don't let a supplier talk you into integration work you can't staff.
- What volume will you deploy in the next 18 months? 1,000-plus units? A module route usually wins. Less than 50? Buy finished routers.
- Does the solution need to work without IT support? If yes, Cisco or another turnkey router is hard to beat. The support burden is part of total cost.
- What are you being judged on? If you're judged on first year budget, modules look good. If you're judged on uptime and user satisfaction, include the cost of integration mistakes before celebrating the low quote.
A quick total cost reality check
I'm not saying buy the more expensive option because price doesn't matter. I'm saying the lowest quote has cost us more in about 60% of my purchasing history. One project, a cheap antenna contractor underbid the job, and we went through three antenna designs before the signal was stable. That's how a $20 difference per unit became a $6,000 engineering problem.
When we did the numbers for the kiosk project, the module route looked like it would save about $220 per unit. But after adding the unexpected engineering support and testing, the actual savings were closer to $50 per unit. Still worth it in that case, but only because the client wanted a repeatable product. If they only needed 30 kiosks for their own use, we'd have been crazy not to buy the router.
After we approved the first PO for the Quectel modules, I kept second-guessing. What if the prototype didn't pass the final RF test? The six-week wait for the first boards was stressful. I didn't relax until the first complete kiosk passed its certification scan. That doubt is a cost too, even if it doesn't appear on a receipt.
As of early 2025, 3GPP's Release 17 brought the first broad reduced-capability 5G specs for IoT, and Release 18 is the next step. That's already starting to change the tradeoff. Newer modules are getting cheaper and offering more options for mid-tier 5G, which will make the module route more attractive for mid-size projects. But standards updates don't change the organizational question: do you want to build and support a connected product, or do you want to use one?
Conclusion
So, Quectel vs Cisco? The answer depends on where your work starts and ends. If you're designing a product for volume, Quectel 5G modules, the L80 GPS receiver, and the rest of their module lineup give you the building blocks. If you're equipping offices and remote sites, a Cisco router is a finished answer. And if you're in between, build the first few units with a turnkey device and only move to modules when the product requirements genuinely demand it.
Either way, don't buy by unit price alone. Buy by the total cost of the project, including the cost of the mistake you might make.
