First week of March 2024. Our operations manager walked into my office with a laptop, a cold coffee, and the kind of face that means 'we need to buy something before the quarter ends.'
We had 40 handheld recorders, 15 vehicle gateways, and a client asking for live 5G video. I am the office administrator for a 150-person company. I handle all IT and telecom purchasing—roughly $430,000 a year across 30 vendors. I report to operations and finance. I know how to read an invoice. I do not know RF engineering. That gap made the next two weeks interesting.
My first search was 'cisco vs quectel'

I know enough from Quectel Inc.'s public documentation—accessed January 2025—to say the RM520N-GL is a 5G Sub-6 GHz M.2 module with 4G LTE-A fallback, and the EC20 is an LTE Cat 4 module. But the spec sheet was not the hard part. The hard part was figuring out which variants our carrier would actually approve.
The 'global' module trap
Here's the thing: 'global module' does not automatically mean 'approved by every carrier.' I almost learned that the hard way.
A reseller quoted me 50 RM520N-GL units at a great price. 'It's globally compatible,' he said. 'You're fine.' I knew I should ask for the carrier approval list before ordering. But I thought, what are the odds? The odds caught up with me when the first unit arrived and our carrier's IMEI checker said 'not recognized.' The module was fine. The firmware variant was not on their approved list.
So glad I only ordered one sample first. Dodged a bullet. That one unit cost $150 and a lot of embarrassment, instead of $8,000 and a procurement review.
The USB power delivery rabbit hole
Just when I thought the module decision was done, the AV team chimed in. They needed to power the new recorders through USB-C during long live sessions. They handed me a USB power delivery while recording list—every recorder on it needed a different wattage. Some needed 30W. Some needed 60W. One needed a supported PD profile that the first cable we tested did not have.
That list changed how I write purchase specs. I used to specify 'module model, quantity, delivery date.' Now I also specify power profile, carrier approval status, and return policy. Same product, different process.
Transparent pricing won the order
Now the part I actually know well: pricing.
I got three quotes for the Quectel RM520N-GL 5G module. One came in about $4,000 below the others. It looked great until I asked 'what is not included?' The answers:
- No programming header
- No production firmware loading
- No sample unit for validation
- Shipping and customs quoted separately, after the purchase order
The second vendor was the opposite. Their quote listed the setup fee, the minimum order quantity, the sample unit cost, and even the carrier approval documentation fee. Total was $1,800 higher. I went with them.
What I mean is, the first quote was not actually cheaper. It was incomplete. If I had ordered from the 'cheap' vendor, I would have spent $2,300 more after adding the missing items, plus a week on the phone. The vendor who lists all fees upfront—even if the total looks higher—usually costs less in the end.
The order went out with both modules
In the end, the purchase order had both:
- Quectel EC20 modules for the 40 handhelds with LTE Cat 4 boards
- Quectel RM520N-GL 5G modules for the new 5G recorders and 15 vehicle gateways
The engineering team also adopted the USB power delivery while recording list as a standard document. Every new device quote now has to include it.
What I'd do differently
Next time, I'll call Quectel Inc. earlier. Their support team answered questions about carrier approval faster than any distributor I emailed. I'll also ask for the complete price list before comparing anything. And I'll never trust 'global' without an IMEI check.
Everything I'd read about choosing modules said compare specs, select the fastest module that fits the budget. In practice, specs were maybe 20% of the decision. The other 80% was carrier certification, power delivery requirements, and whether the vendor could produce a clean, itemized invoice. That's the stuff that does not fit in a marketing table.
'If you can't see the full cost, you're not comparing prices. You're just guessing.'
I didn't invent that quote. I learned it the way I learn most things—by almost making a very expensive mistake.
